Monitoring of the most popular TV channels: in June the attention to the government exceeds that to the opposition by times

  • The share of political news in June was 23% of all reports;
  • the attention to political persons, political parties and political institutions remain the same as it was in May;
  • Enforcement agencies and local government bodies are the leaders of attention among political institutions in June; the leaders of attention among political groups are Party of Regions and the Opposition in general;
  • The misbalance of the representation of the government and the opposition in the news is the most noticeable; the channels differ in this respect most significantly;
  • The attention to the ruling coalition exceeds that to the opposition by 2 times
  • The share of the direct speech allocated for the government exceeds that to the opposition by 2.7 times (in May the Opposition was granted by 3% more of the direct speech that to the government, in April the government’s share was 1.9 times higher, in March – 1.2 times, in February – 2.1 times);
  • Inter features the most balanced attention to representatives of political groups as well as the direct speech in June, May, April and March; TVi and Novy Channel also followed the balanced representation in June.

Political news. During the first week of June 23% of all news reports were related to political events in Ukraine (January - May – 20-25%). TVi features the biggest share – 38% (January – May it ranged from 34% to 53%) followed by ICTV – 38%. 1+1 channel news includes 62% of non-political reports. Inter and TRC Ukraine broadcast the biggest share of the international political news related to Ukraine – 14% each. Inter and Novy Channel are the leaders in terms of broadcasting the international news not related to Ukraine – 44% and 42%, respectively. Domestic policy, government bodies’ activities – 44% (in January – May – 37%-46% range), social support sphere – 29% (in January – May – 26%-30% range) and international policy – 18% (in May - education and culture – 23%, in April – environmental issues – 21%, in March - crime – 20%, in February - 21%, in January - 28%) constitute the key topics for news. Culture and sport – 14%, crime/car accidents (10%) are the most frequently mentioned events.

Balance in the news reports. 18% of the reports included several viewpoints (in January – May – 17%-27% range). Novy channel’s news features 32% share, TVi – 26% (in May Inter’s share was 36%, STB’s share was 28%). In June – two viewpoints were provided in 32% of the reports (in January – May – 32-44%). Novy channel featured the largest share – 60% followed by Inter (44%, in May – 53%, in April - 41%, in March - 52%. 92% of the reports on political events at UT-1 included only one viewpoint (in January- May – 83%-100%). 16 key events were being discussed in the news from different positions (in January - May – 17-23 ones). The Yu. Lutsenko’s case, blocking the Parliament, the election of Kyiv mayor: these were the topics, which received the most variable interpretation. 58% of the reports (in January – May – 53% - 67%) were presented in conflict and negative contexts. The biggest share belongs to 1+1 – 75% (in May – TVi – 72% , in April – 1+1 – 77%, in March – STB – 73%), the smallest share - UT-1 – 38% (in January – May – 21%-40%). The positive context’s median share is 8% (in January - May 10% - 13%), STB had the biggest share – 17% (in May UT-1 – 30%, in April UT-1 – 21%, in March – Novy channel – 28%, in February - also Novy channel – 23%, in January – UT-1 – 20%).

Political parties, persons and institutions. The attention to political parties, political persons and institutions constitutes 20%, 38%, 67% respectively (in January – May: 13-25%, 33-42%, 62-72%, respectively). Enforcement agencies (21%) are the most frequently mentioned among political institutions (in May – the enforcement agencies – 25%, in April – 24%, in March – the court and judiciary system – 24%). The doubtful and negative evaluations were mostly related to Ukraine – 28% and the local government bodies – 27% (in May – the President of Ukraine (33%) and Ukraine – 28%, in April – the National Bank of Ukraine – 33% and the General Prosecutor’s Office (29%), in March – to the Administration of the President (67%), and enforcement agencies – 20%).

Attention rating. The leaders of attention in news programs in June are the Opposition in general (10%) and Party of Regions – 9% (in May – the Party of Regions and Batkivshchyna – 10% each, in April – the Opposition in general – 12%, the same in March – 12%, in February – 11%). The ironic and negative evaluations in June are related both to the Opposition in general, in May, April, March and February – to the Opposition in general and the Party of Regions in equal parts. V. Yanokvych was provided with the largest share of attention in the news programs (15%), followed by A. Yatsenyuk – 8% and M. Azarov – 6% (in May – V. Yanukovych – 9%, Yu. Tymoshenko - 7%, A. Yatsenyuk – 5%, in April – Yanukovych – 13%, A. Yatsenyuk – 9%, M. Azarov – 7%). 21 politicians are mentioned in 1% and more reports (in January - May – 19-34 range). 85% of the mentions are provided in neutral context (in January - May the range was 74% - 84%). The doubtful and negative context was most often added to the reports covering Yu. Lutsenko (38%), V. Yanukovych – 28%, Yu. Tymoshenko -18%. 43 % of all mentions about politicians relate to the Party of Regions’ representatives (in May – 32%, in April – 40%), 17% to the Batkivshchyna party (in May – 33%, in April – 17%), Svoboda – 7%, UDAR – 5%. In general, in June the attention to the ruling coalition representatives was 2 times higher than that to the opposition – 62% and 31%, respectively (in May – by 3%, in April – by 1.7 times higher than to the opposition – 56% vs. 33%, in March – 51% vs. 44% in favor of the opposition, in February – the attention to the ruling coalition was higher by 1.3 times, in January – 1.2 times).

Direct speech in the news. In June the largest share of direct speech was allocated for V. Yanukovych (12%), M. Azarov – 10% and A. Yatsenyuk (8%). The direct speech of the politicians exceeding 20 seconds in June is 1.2 times less than that in May – 4084 sec vs. 4808 seconds (in May it was 1.1 times less than the direct speech in April – 4808 sec vs. 5153 seconds). The direct speech of the Party of Regions constitutes 54% (in January – May the range was 33% - 47%), UT-1 provided 76% of its direct speech. 14% is allocated to Batkivshchyna party members and faction members (in January - May – 16%-38%), TVi’s share was 35%. Overall, the share of the direct speech allocated to the government exceeds than that to the government by 2.7 times– 69% vs. 26% (in May – by 3% in favor of the opposition, in April the government’s direct speech was 1.9 times more than that to the opposition).

The monitoring survey covering TV news broadcast by eight most popular Ukrainian channels in June 2013 is the part of the on-going media monitoring conducted by Academy of Ukrainian Press since 2002.

The presented survey was conducted by the AUP with engagement of the researchers of the Institute of Sociology, NANU. The content analysis methodology has been applied focusing on prime time news broadcast by eight most popular Ukrainian TV channels – Inter, 1+1, Novy Channel, Ukraine, STB, ICTV, Pershy Natsionalny and TVi.
