Coverage of Recruiting Competitions: Mykolayiv Experience

The third workshop in turn, ‘New HR resources for new Ukraine’ organized by the Academy of Ukrainian Press and ‘Kadry’ portal with the support of Media Development Foundation, the US Embassy of Ukraine, was hosted by ‘Crisis Media-Center. Mykolayiv’.

The event was attended by correspondents of printed and online media from Mykolayiv and Kherson, students and teachers of journalism faculties from Petro Mohyla Chornomorsk National University, editors and journalists of National Social Broadcasting TV Company, and NGO representatives.

Last year, there were several significant newsbreaks related to the recruitment competitions in Mykolayiv region. First of all, it was a dismissal of the Head of State Regional Administration and numerous chairmen of regional executive branch. Besides that, Mykolayiv appeared to be the first city where the open competition on the appointment of the Head of State Regional Administration according to the law ‘About state service’ was conducted. However, there were not many journalistic works on this topic despite of the fact, that the demand of society on information about changing the management human resources is extremely high.

 ‘Kadry’ project director, Dmytro Hamash, told about legal and organizational principles of conducting the recruiting competitions. One of the practical cases allowed training participants to act as the recruitment committee members and select a candidate to the position of Director at the State Bureau of Investigations.

‘Understanding the terms of the competition running, criteria which determine the candidate selection, peculiarities of decision making by the recruiting committee members allow a journalist professionally to analyze the selection on the point of following the main principles: procedure transparency, equal access for candidates, and clear decision making’ – announced Andrii Yurychko, media trainer, journalist and lecturer at the Institute of Journalism, T. Shevchenko Kyiv National University.

The fourth final ‘Kadry’project stage where engagement, preparation and creation of a journalistic network dealing with the recruitment competition coverage are supposed, will take place this year, in March, Zaporizhzhya. First two workshops were conducted in January- February, 2017 in Lviv and Odesa. The overall number of participants reached more than 60 persons.
